FYI, this PR has been compiled and tested with SCM only as of now. The results with hurr_pbl = T and F are similar, but not identical. This is consistent with what would be expected from the extent of the code changes. |
This pull request is likely going to be closed in favor of having different PRs for HWRF Noah LSM and the combined HWRF moninedmf PBL scheme. At this time, this work has not undergone a compilation attempt, let alone regression testing, but it can serve as the basis for upcoming separate PRs. |

This version of moninedmf.f combines the FV3 and HWRF versions of the schemes. A namelist variable hurr_pbl is added to separate the FV3 and HWRF versions.
The HWRF hurr_pbl version includes calculation of the PBL height following Troen and Mahrt (1986) where a modified bulk Richardson number exceeds a critical value. Added moninq_fac (aka alpha) to control the eddy diffusivity (dependent on wind speed).
